The objectives of this baseline study were (1) to re-assess, revise, and validate the Power Up! programme theory of change (ToC) and performance measurement framework (PMF) that were prepared as part of the Power Up! proposal; (2) to collect quantitative and qualitative data with which to analyse the baseline situation and indicator values at the output and outcome level, linked to the MFA Netherlands’ thematic results framework basket indicators; and (3) to inform the development of monitoring tools to collect
process and impact data from across the programme.
